Follow-up of the Partnership Contract between e&e and MCT: 1) Basis for the Capital Productivity Growth Program 2) Carbon Balance Consolidation Basis for the capital Productivity Growth Program[1] The objective of the project is to direct the governmental and entrepreneurial planning for improving the existing productivity capacity, increasing economical growth and orienting investments to sectors and techniques less capital intensive. Until March 2006 the following activities were executed: 1 – The physical and financial reports extracts were published in the Federal Official Newspaper on 03/01/2006, section 3, page 88. 2 – The Purchase and Analogous Procedures of the Economy & Energy Organization – e&e OSCIP, containing the procedures to be adopted for the acquisition or contracting of goods and services was sent to the Ministry of Science and Technology on 01/26/2006 and published at http://www.ecen.com/eee_org.htm, according to item f of the Third Clause of the said Partnership Contract. The announcement was published in the Federal Official Newspaper on 03/21/2006, section 3, page 87. 3 – It was started the construction in the Internet of the Data Bank for disseminating the Project, which is one of the indexes forecast for the period in the Results and Objectives Framework. This Bank contains the description of the Basic Project and about 20% of the pertaining bibliographic references with author, title, abstract and the respective electronic address. Access to the site is made through: http://www.ecen.com/produtividade_de_capital. 4 – Within Objective 1 Phase 1ª (Preliminary Diagnosis and Perspectives)the following activities were pursued: a) Reformulation of the projetar_e software for growth projection; b) Evaluation of national growth perspectives using the projetar_e program and the impact of capital productivity improvement on this growth. 5 – Within objective 4 (Dissemination) and within the activity Support to the dissemination of the collection on the subject, edited by STI/MDIC together with CNI, the following activities were executed: a) Carlos Feu Alvim participated in the launching Capital Productivity in the series “The Future of Industry” promoted by the Ministry of Industry and Commerce and the Euvaldo Lodi Institute as part of the Knowledge Olympics promoted by SENAI in Recife in March 2006 when a summary of the Partnership Contract was presented; b) Dissemination of the above mentioned collection in the No 54 issue of the e&e periodical; c) Dissemination of the Partnership Contract in the No 53 issue of the e&e periodical. The Follow-up and Evaluation Committee (to be named by the MCT and which will choose the enterprises to be studied) meeting has not been held. Administrative and Contract Aspects The Partnership Contract No 13.0020.00/2005, signed on 12/26/2005 and published in the Federal Official Newspaper and received financial resources in May 2006 when it was possible to start the more relevant activities of the Project. The Follow-up and Evaluation Committee was indicated by the MCT and published in the Federal Official Press on 05/25/2006, section 2, page 7. Information about the Project 1 - Basis for the Project Brazil is part of the United Nations Framework on Climate Change and has committed itself to carry out studies aiming at minimizing the negative effects of several activities on the climate including those relative to energy production and use In the process of making the inventory of greenhouse effects gases, the MCT has signed an agreement (No 01.0065.00-2003) with the Economy and Energy Organization -e&e aiming at calculating the carbon balance in order to detect eventual incoherence and omissions in the above mentioned inventory. Some inconsistencies relative to energy and carbon balances were pointed out. The Final Report of the Agreement has listed inconsistencies and has suggested how to remove them. The objective of the present Partnership Contract with MCT is to detail the suggestions made and to implement those that are in the ambit of the MCT as well as discuss the remaining ones with those responsible for the respective data banks, mainly those concerning the energy coefficients The present Project will permit ample dissemination of the methodology and results relative to greenhouse effect gases in Brazil and it can be an additional tool for elaborating and/or analyzing the coherence of balances in other countries. The estimate of emissions will also be useful for evaluating and elaborating projects having clean development mechanisms. 2 - Objectives of the Partnership between e&e and MCT 2.1. General Objective The general objective of this partnership is to estimate the greenhouse effect gases emissions; for this purpose were used methodologies developed for calculating the balance of those emissions in the different steps of energy production, transformation and use. .[1] 2.2. Specífic Objectives In the present phase the following objectives are foreseen:
· Use of carbon balance in the energy production, transformation and use in Brazil in order to make a preliminary evaluation of emissions by the Extended Top-Down process between 1970 and 2004. · Elaboration of a coherent set of coefficients regarding greenhouse effect gases emission using the balance of mass, energy and carbon contained in the fuels used in the country and identification of sectors and energy sources where there would be a larger economical impact of the measures taken to reduce emissions. · Evaluation of greenhouse effect gases emissions between 1970 and 2004 using the extrapolated coefficients method (Top-Down approximation). · Analysis of specific problems related to greenhouse effect gases emission detected by the carbon balance and in other studies carried out by the General Coordination of Global Climate Change (CGMCT). · Studies on carbon content coefficients for biomass, notably in the production of alcohol and charcoal in order to solve incoherence in the carbon balance found between the two methods. · Elaboration of software to automatically build tables and graphics of carbon balance and emissions by the Extended Top-Down and coefficient methods (from 1970 to 2004). · Experimental development of the method to determine carbon content in the fuels used in Brazil using the low and high heat values. · Consistency analysis of National Energy Balance coefficients and study of the high and low heat values based on data from Petrobrás and other sources. · Preparation of material to be printed by the MCT regarding carbon balance in energy use and transformation from 1970 to 2004. 3. – EXPECTED RESULTS 3.1 Data Treatment
Primary data used for making BEN (49 energy sources and 46 accounts) supplied by the Mines and Energy Ministry have a larger span than those of the annual consolidated publication of the Balance. These data are given in natural units, volume, mass and heat value and permit to follow the carbon balance in the production and transformation phases between 1970 and 2005. The e&e Organization together with the MCT has made a report and a program that permits to estimate the greenhouse effect gases emissions in the energy use and transformation. The carbon balance results will be presented in the same scheme. The carbon balance results that present incoherence in the two methodologies used will be analyzed and suggestions will be given and whenever the case they will be implemented. Regarding data treatment, elaboration of printing material and use of results by the MCT staff, it is foreseen in the project’s budget complementation for the necessary equipment. 3.2 Presentation of Results It will be made a computer program for producing annual tables and graphics by sector and energy source for each of the six gases (CO2, CH4, N2O, NOx, CO and NMVOC) and annual tables per energy source and per sector. This software will also produce tables and graphics of: a) carbon content; b) CO2 emissions by the Extended Top-Down Process; c) carbon balance. The program will also automatically produce tables containing the evaluation and analysis of the annual carbon balances. The e&e Organization will supply copies of the software to be distributed but the authors will keep its intellectual property. The results will be presented in a final report that will contain methodological technical notes as well as a manual of the program. The final report will present the main results in electronic and printed forms for all years. The report will be disseminated by the e&e periodical and the MCT support will be mentioned. 3.3 Specifications of the Final Product The printed reports will be printed and presented in electronically editable form. The document should contain a summary, introduction and conclusion. All graphics, tables and figures should have title, legend and a specific summary. The proponent will give technical support to General Coordination of Global Climate Change of the MCT for implementing the methodology. Discrepancies will be analyzed for a reference year for which results of the National Inventory Emissions are available and eventual adaptations will be suggested. The report should have complete bibliographic references that have been mentioned along the document. The software will be corrected by e&e until the parts agree that the level of errors (bugs) is acceptable. As announced in the No 53 issue of this periodical, the e&e Organization has signed with the Ministry of Science and Technology two Partnership Contracts. The dissemination of results in this periodical is an explicit commitment of the Partnerships and, after all, a way of providing healthy inspection by society of projects using governmental resources for producing public information. 1. Basis for a Capital Productivity Increment Program The project’s summary was presented in the No 53 issue of this periodical. In the present issue we present two articles produced by the project. It has also been constructed at the Interned a page on the subject containing information about the project and a bibliographic reference data bank at : http://ecen.com/produtividade_de_capital .2. Consolidation of Carbon Balance As established in the Project we are disseminating its content and the chronogram of tasks that has been revised due to the delay regarding provision of resources. The partial and final results will be accordingly disseminated by this periodical. |
