The EconomY and Energy Organization –
e&e
Classified as OSCIP
The Organization
On July 31,
1998 was created the Economy and Energy Organization -
e&e;
its headquarters is located in Belo Horizonte but it can establish
branches anywhere in the country. It was registered as a non-profit making
Civil Scientific Society, corresponding to a Non-Governmental Organization
– NGO (this denomination does not exist in the Brazilian legislation); its
objectives were, on one hand, support the Periodical with the same name,
created in 1997, and on the other hand, contribute to the economic and
social development of Brazil and of other countries through research on
economy and energy.
On July 30,
2005 the statute of the organization was adapted so that it could be
classified by the Federal Government as a Civil Society Organization of
Public Interest – OSCIP. On
November 4, 2005
the Ministry of Justice qualified the Economy and Energy Organization –
e&e, as an OSCIP. This alteration has not modified in its fundamentals the
aims and objectives of the Organization.
The Law No
9790 of March 23, 1999 regulates the Civil Society Organization of Public
Interest (OSCIP) and permits non-profit making, private corporate legal entities
(groups of people or professionals) to be classified by the Government as
OSCIP and allows partnerships with it as long as its social objectives and
statutes satisfy the requirements of the Law.
One could say that the OSCIPs are the official acknowledgment by
the Federal Government of an organization integrating the so-called Third
Sector. The Law requires from these organizations
an
extremely transparent administration The OSCIPs
are no more than Non-Governmental Organizations created by the private
initiative that obtain from the Federal Government a certificate,
if they can attest that they follow
certain requirements, specially those concerning administrative
transparency. In exchange they can celebrate Partnership Contracts that
were conceived as an alternative to agreements because they are more agile
and reasonable concerning the balance sheet.
Structure and Associates of
e&e
The main
element of the
e&e
Organization is the General Assembly constituted by all its effective
associates. From July 2005 on, the Assembly’s Chairman is Dr. João Camilo
Penna who substituted Prof.
José
Goldemberg
in this function. The above mentioned associates together with Prof. José
Israel Vargas constitute the Scientific Council of e&e,
that is coordinated by Prof. Omar Campos Ferreira.
The General Assembly
is constituted by the following associates: Carlos Augusto Feu Alvim da
Silva, Frida Eidelman, Genserico Encarnação Júnior, Othon Luiz Pinheiro da
Silva, Olga Y. Mafra Guidicini, Marcos Aurélio Santos de Souza, João
Antônio Moreira Patusco and Aumara Bastos Feu Alvim de Souza.
Besides the
effective associates, researches and honorary associates may participate
in the Organization.
The
Organization’s administration is the responsibility of the Associate Frida
Eidelman whose position is denominated
Director-Superintendent; the Periodical’s edition is still under the
responsibility of Carlos Augusto Feu Alvim da Silva who is also the
Responsible Director of the Economy & Energy –
e&e,
Periodical and substitute of the Director-Superintendent during her
absence or transitory impediment.
Objective, Fundaments and Means of the Organization
The Social
Organization Economy and Energy – e&e,
has the following objectives:

Contribution to the social and economic development of Brazil and of other
countries through research concerning the social and economic fields and
the production and use of energy exclusively for peaceful purposes;

Defense,
preservation and conservation of the environment and promotion of
sustainable development;
●
Promotion of the economic and social development and the combat of
poverty;
●
Elaboration of studies, research and development of alternative
technologies, production and dissemination of information and technical
and scientific knowledge related to the above mentioned purposes.
The
implementation of e&e activities are based on:
● The
study of the main economic and social variables that affect this
development within a historical perspective and a medium-term future view;
● The
study of conditions relative to consumption and use of energy in the
long-term, aiming at the adequate use of energy sources;
● Use
of energy planning techniques in consonance with economic development;
● The
study of conditions that favor the use of energy and natural resources,
furthering, from the social point of view, a more just distribution of
these goods in what concerns the population of Brazil and of other
countries;
● The
study of economic development related with the principles that rule the
physical phenomena, notably those related with energy;
● The
study of the environmental impacts of the economic activities, mainly in
what concerns the use of energy sources in order to minimize these
impacts.
To reach
these ends, the following means will be used:
●
Elaboration, development and dissemination of scientific research material
about the objectives foreseen in its Statutes.
This includes edition and publication,
via Internet or any other media, of its own or third parties
articles on subjects related with e&e objectives;
●
Consultancy services relative to development projects of public or private
institutions interested in the objectives of the Organization;
●
Incentive to and creation of Scientific Councils, whenever necessary,
aiming at improving the different knowledge sources relative to economy
and energy;
●
Dissemination of studies concerning its objectives through courses and
seminars;
·
Elaboration of studies about specific themes in the context of the
objectives foreseen in its Statutes for public or private institutions
through agreements, contracts or partnerships;
·
Use of
other means adequate for fulfilling the e&e ends.
The
e&e
Periodical
One of
the main activities of the e&e Organization is the publication of the
bimonthly and bilingual (English and Portuguese) e&e Periodical, presently
in its No 53 issue, and its dissemination through the Internet. All
issues, including the No zero, are available at the Internet.
From the No 39 on (July – August 2003) the Periodical has been
published and distributed on paper.
The
objective of the e&e Periodical is to disseminate themes related with
economy and energy and it has had the support of its associates as well as
of public and private entities. Whenever available this support is
indicated on the paper issue and at the Internet.
The
focal subjects of this publication are economy and energy. The economic
subjects don’t have necessarily (and most of the time they do not) direct
connection with energy. In the economic field the main themes are
connected with economic development and growth such as:

Investiments;
·
Foreign
and Internal Debt;
·
International Reserves;
·
Projections of Economic Variables in the Medium and Long Term;
·
Sudies
concerning Capital and Consumption of Durable Goods in Economic Sectors;

Relationship between Technology and Economic Production.
We list
below the most frequent themes presented in the Periodical in the energy
area,

Emissions of Greenhouse Effect Gases in the Use and Transformation of
Energy Sources;

Penetration of Energy Sources in the Energy Matrix, highlighting Natural
Gas, Coal, Alcohol and Nuclear Energy.
Since
the start of its publication until now (November 2005) about 130,922
visitors consulted the first page (1250/month on the average) and in the
last month (November 2005), we had a total of 78,379 visits to articles
(2,528 visits/day, on the average). The last statistic informed by the Web
Server shows the following percent number of identified visitors: Brazil
(37.2%), USA (46.6%), Europe (9.5%) and others (6.7%). Regarding the paper
issues about 1,300 Periodicals are distributed in each issue in Portuguese
and English.
Projects, Studies and Development of Software
From 2001
on e&e has established a branch in Rio de Janeiro and in 2005, in São
Paulo. In this period, with the assistance of technical experts, external
to the Organization, several studies and projects were carried out
together with the Ministry of Science and Technology, the Secretariat of
Industrial Technology from the Ministry of Industry and Foreign Trade, the
Ministry of Mines and Energy, Eletronuclear, Macroplan and others.
In general,
the economic and energy themes were treated using an approach that avoids
simplistic methods which uses (or obtains as result) constant growth
rates. We have always tried to take into account limits-to-growth
variables such as population, use of natural resources, investment
capacity, indebtedness capacity, etc. Therefore, we have paid attention to
the capital stock and not only to its flow. For that reason it is frequent
the use of the logistic curve in the evaluation of the economic and energy
variables behavior. This approach has been used in the physics and social
fields. In the economic field this means, whenever possible, to evaluate
the macroeconomic relationships.
Several
planning tools in the form of computer programs (software) have been
developed and they are described in the Periodical or in specific reports
when they were developed in the framework of agreements or partnerships.
The programs are organized in modules that make projections consistent
with the scenario they have generated. Almost all programs are based on a
macroeconomic module where real economic and financial limitations to
growth are considered. Sectorial, regional and state derivations can also
be considered. Specific applications were developed concerning energy
demand projection in several economic sectors, projection of greenhouse
effect gases, projection of vehicles market and thermal generation options
for satisfying electricity demand.
