The Economy and Energy - e&e Organization is registered as OSCIP

On November 4, 2005, the Ministry of Justice has granted to the Economy and Energy- e&e Organization the OSCIP status – Civil Society Organization of Public Interest according to the Law 9.790 of March 23, 1999. This change has not modified the objectives and aims of the Organization; it has rather opened opportunities regarding partnership with governmental institutions and incentives of donations from private institutions.

The Navy’s Technological Center in São Paulo (CTMSP) has successfully concluded in 2005 the final assembly of the internals of the Laboratory of Energy Generation’s Reactor (LABGENE). This structure together with the fuel elements and the control rods drives mechanisms are part of a PWR type Nuclear Reactor.

In December 2005 the Economy and Energy Organization - e&e, and the Ministry of Science and Technology have signed a partnership contract aiming at establishing the base of a capital productivity program in Brazil. The e&e Periodical will be used as a vehicle for disseminating the results of this partnership whose subject is deemed to be of vital importance for the development of the country.

e&e : the Organization and the Periodical

The classification of the Energy and Economy Organization – e&e, as a Civil Society Organization of Public Interest – OSCIP, is also an important step for the Periodical that has now also the support of the National Council of Scientific and Technological development – CNPq for its edition.

The new status does not mean that the orientation of our editorial line has changed; since our first issue the Periodical is characterized by the independence of the authors and coherence regarding basic scientific principles that are the common trait of the Organization’s members and of its main authors. The Periodical is also open for external contributions and it intends to increase the share of this type of contribution.

The Periodical will continue its efforts regarding the transparency of the studies carried out by the Organization by publishing results of reports and studies, whenever the corresponding contract permit it. In effect it’s the policy of the Organization to include in the contracts the possibility of disseminating through the Periodical the results obtained and at the same time maintaining the confidentiality required by private enterprises.

The celebration of two partnership contracts with the Ministry of Science and Technology – MCT, regarding Capital Productivity and Carbon Balance is an example of this policy.

This issue is dedicated to matters regarding the e&e Organization so that our readers may learn about it. Concerning the partnership about Capital Productivity, it will have a portal in the following address: http://ecen.com/produtividade_de_capital (already available in experimental form).

Besides the organizational subjects, this issue has the satisfaction of presenting the conclusion of an important step in the construction of a small reactor in the Navy’s Technological Center in São Paulo – CTMSP. The construction of this type of reactor was relevant in different countries for acquiring their own technology in this specific nuclear area. It should be reminded that having its own sensitive technology in this sector is a pre-condition for buying external technology.
