The recent institutional crisis in Bolivia has
reactivated the Brazilian doubts about the reliability of natural gas supply from that
country. An exploratory analysis of this reliability and of how to face the eventual
interruption of supply and the importance for Brazil of the this external energy source is
presented.

An statistical method based on the
historical records of discoveries is used to evaluate the Brazilian oil reserves and the
capacity to be self-sufficient during the time necessary to calmly change to new energy
technologies.

The Economy and Energy
Organization has carried out together with the Ministry of Science and Technology a study on
the carbon balance of energy use and transformation. The publication of its results has been
made through the e&e periodical in its 48 and 50 issues. In the present issue we are
publishing the results corresponding to the extended Top-Down accounting process and those
corresponding to the use of the coefficients calculated for the Brazilian inventory from 1990
to 1994, using the Bottom-Up process, to estimate the emissions from 1970 to 2002. By
comparing the two results it is possible to evaluate their deficiencies and the possible
incoherence in the use of the two methodologies.
