The State nowadays is setting aside its entrepreneurial role and performing the functions of Regulator of the economical activities. In Espirito Santo (ES), AGESP was conceived to initially comprehend the Energy, Sanitation and Transport sectors (urban and inter-municipal) and other public works and services conceded, permitted or authorized by ES’ government.

The periodic e&e is completing its second year at INTERNET with this number 11 (twelve if we include number zero). In order to have a juridical personality and to be able to render other services the Non-Governmental Organization Economia e Energia - e&e (Economy & Energy)  was created. The president of its General Assembly is the economist Genserico Encarnação Jr. and Prof. Omar Campos Ferreira is its Executive-Superintendent. We present its statute of the new NGO

INSOLVENCY IN THE ENTERPRISES AND PUBLIC DEBT

When the economical situation of an enterprise is sustainable and it has financial difficulties, arrangements with creditors to prevent insolvency may be a solution. A social pact may allow the Government to use its assets in order to alleviate considerably its debts. If it continues to pay the extremely high interests rates, it will liquidate its assets without liquidating its debts.
